Without any thought to lighting and composition, photography is simply photography and certainly not art. It doesn't matter what the subject is. If a given piece doesn't express any substance in an aesthetical sense, it is not art - no matter the technical level of the presumed artist. If the techincal skill of the artist is nonexistant then there is no production merit and therefore the resulting piece cannot be considered art. The rest is entirely based on personal tastes, which are subjective.  But aesthetics can be debated and argued.
